An oxidizing agent readily supplies oxygen to support combustion. That property is what places it in Hazard Class 5, which covers oxidizers and organic peroxides because they can start or intensify fires by increasing the available oxygen. They can cause fuels to ignite more easily or burn more vigorously, even if there isn’t a strong heat source. This is different from other classes—Class 1 involves explosives, Class 2 covers gases, and Class 3 is for flammable liquids—none of which describe a substance whose main hazard is providing oxygen to burn.
